河南省職業教育改革實施方案

  職(zhi)業(ye)教(jiao)(jiao)育(yu)與普(pu)通教(jiao)(jiao)育(yu)是兩(liang)種(zhong)不同(tong)教(jiao)(jiao)育(yu)類型,具有同(tong)等(deng)重要地位。為加快推進新(xin)時(shi)代我(wo)(wo)省(sheng)職(zhi)業(ye)教(jiao)(jiao)育(yu)高質量發展,切實提(ti)高職(zhi)業(ye)教(jiao)(jiao)育(yu)辦(ban)學質量和服務能力(li),更好地滿足經(jing)濟社會發展需(xu)求,根據《國(guo)家(jia)職(zhi)業(ye)教(jiao)(jiao)育(yu)改革(ge)實施方(fang)案》和我(wo)(wo)省(sheng)安排部署,制定(ding)本實施方(fang)案。

  一、完善現代職業教育體系

  (一)優化職(zhi)(zhi)(zhi)業(ye)(ye)教育布局(ju)結構。努(nu)力(li)創(chuang)建新一輪國家職(zhi)(zhi)(zhi)業(ye)(ye)教育改革(ge)發展試驗區。不斷優化職(zhi)(zhi)(zhi)業(ye)(ye)學(xue)校(xiao)布局(ju),每(mei)個縣(市)重(zhong)點辦好一所(suo)中(zhong)等(deng)職(zhi)(zhi)(zhi)業(ye)(ye)學(xue)校(xiao),每(mei)個省轄(xia)市重(zhong)點辦好一所(suo)高等(deng)職(zhi)(zhi)(zhi)業(ye)(ye)學(xue)校(xiao),支持有條(tiao)件的省轄(xia)市布局(ju)本科層(ceng)次職(zhi)(zhi)(zhi)業(ye)(ye)教育院(yuan)校(xiao)或應(ying)用技(ji)術類型本科院(yuan)校(xiao),重(zhong)點支持一批碩士、博士學(xue)位授(shou)予(yu)單位開展專(zhuan)業(ye)(ye)學(xue)位教育。

  (二)提高(gao)中(zhong)(zhong)(zhong)等(deng)職(zhi)業(ye)教(jiao)(jiao)育發展水平(ping)。把發展中(zhong)(zhong)(zhong)等(deng)職(zhi)業(ye)教(jiao)(jiao)育作為(wei)普(pu)及(ji)高(gao)中(zhong)(zhong)(zhong)階段(duan)教(jiao)(jiao)育和建設中(zhong)(zhong)(zhong)國特色(se)職(zhi)業(ye)教(jiao)(jiao)育體系的重(zhong)(zhong)要(yao)基(ji)礎,保(bao)持高(gao)中(zhong)(zhong)(zhong)階段(duan)教(jiao)(jiao)育招生(sheng)職(zhi)普(pu)比大體相當,使絕大多數城鄉新增勞動(dong)力接受高(gao)中(zhong)(zhong)(zhong)階段(duan)教(jiao)(jiao)育。實施中(zhong)(zhong)(zhong)等(deng)職(zhi)業(ye)學(xue)校標準化建設工(gong)程,推動(dong)全省中(zhong)(zhong)(zhong)等(deng)職(zhi)業(ye)學(xue)校基(ji)本辦(ban)學(xue)條件達到國家標準,重(zhong)(zhong)點支持貧困(kun)地區加強(qiang)中(zhong)(zhong)(zhong)等(deng)職(zhi)業(ye)學(xue)校建設。發揮中(zhong)(zhong)(zhong)等(deng)職(zhi)業(ye)學(xue)校作用,幫(bang)助部分學(xue)業(ye)困(kun)難學(xue)生(sheng)按(an)規定(ding)在職(zhi)業(ye)學(xue)校完成(cheng)義務教(jiao)(jiao)育,并接受部分職(zhi)業(ye)技(ji)能學(xue)習。

  (三)推進高(gao)(gao)等(deng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育創新發展。擴大高(gao)(gao)等(deng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育招(zhao)生規(gui)(gui)模,建(jian)立完善(shan)社會人員入讀高(gao)(gao)等(deng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)學(xue)校(xiao)的(de)(de)教(jiao)學(xue)和管理制度(du)。逐步建(jian)立“職(zhi)(zhi)(zhi)教(jiao)高(gao)(gao)考(kao)(kao)”制度(du),完善(shan)“文化素質(zhi)+職(zhi)(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)”招(zhao)生考(kao)(kao)試(shi)辦法,為學(xue)生接受高(gao)(gao)等(deng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育提供多種入學(xue)方(fang)式和學(xue)習方(fang)式。著(zhu)力擴大“3+2”分(fen)(fen)段高(gao)(gao)等(deng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育(3年(nian)中等(deng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育+2年(nian)高(gao)(gao)等(deng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育分(fen)(fen)段培養)和五年(nian)一(yi)貫制高(gao)(gao)等(deng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育的(de)(de)招(zhao)生規(gui)(gui)模。根據高(gao)(gao)校(xiao)設置(zhi)規(gui)(gui)定,將符(fu)合條(tiao)件(jian)的(de)(de)技(ji)師(shi)學(xue)院納(na)入高(gao)(gao)校(xiao)序列。

  (四)重點建設(she)(she)(she)一(yi)批(pi)高(gao)(gao)水平職(zhi)(zhi)業(ye)(ye)(ye)(ye)院校(xiao)。實(shi)施高(gao)(gao)水平職(zhi)(zhi)業(ye)(ye)(ye)(ye)院校(xiao)建設(she)(she)(she)行(xing)動計劃(hua),重點支(zhi)持(chi)本(ben)科層次職(zhi)(zhi)業(ye)(ye)(ye)(ye)教育院校(xiao)、示范性應用技術(shu)(shu)類型本(ben)科院校(xiao)、中(zhong)國特色高(gao)(gao)水平高(gao)(gao)等職(zhi)(zhi)業(ye)(ye)(ye)(ye)學校(xiao)(含高(gao)(gao)水平專(zhuan)業(ye)(ye)(ye)(ye))、國家優質專(zhuan)科高(gao)(gao)等職(zhi)(zhi)業(ye)(ye)(ye)(ye)院校(xiao)建設(she)(she)(she),在招生計劃(hua)、專(zhuan)業(ye)(ye)(ye)(ye)建設(she)(she)(she)、項目安排等方面予以傾(qing)斜(xie),打(da)造一(yi)批(pi)國內一(yi)流職(zhi)(zhi)業(ye)(ye)(ye)(ye)院校(xiao)和骨(gu)干專(zhuan)業(ye)(ye)(ye)(ye)(群);重點支(zhi)持(chi)建設(she)(she)(she)100所(suo)左(zuo)右省級(ji)高(gao)(gao)水平職(zhi)(zhi)業(ye)(ye)(ye)(ye)院校(xiao)和150個左(zuo)右高(gao)(gao)水平專(zhuan)業(ye)(ye)(ye)(ye)群,打(da)造中(zhong)部地(di)(di)區(qu)技術(shu)(shu)技能人(ren)才培養高(gao)(gao)地(di)(di)。

  (五)完(wan)善(shan)高(gao)(gao)(gao)層次應用型人才培(pei)養(yang)體(ti)系(xi)(xi)。積極(ji)發展高(gao)(gao)(gao)層次職(zhi)(zhi)業(ye)教育,推(tui)動具備條件的(de)普(pu)通本科高(gao)(gao)(gao)校向(xiang)應用型轉變,鼓勵有條件的(de)普(pu)通高(gao)(gao)(gao)校開(kai)辦(ban)應用技術類(lei)型專(zhuan)(zhuan)業(ye)或課(ke)程。逐步(bu)提高(gao)(gao)(gao)普(pu)通高(gao)(gao)(gao)校招收職(zhi)(zhi)業(ye)院校畢業(ye)生的(de)比例。到2022年,建立完(wan)善(shan)中等職(zhi)(zhi)業(ye)教育、專(zhuan)(zhuan)科層次職(zhi)(zhi)業(ye)教育、本科層次職(zhi)(zhi)業(ye)教育和應用型本科教育、專(zhuan)(zhuan)業(ye)學位研究生教育相銜接,學歷(li)教育與(yu)培(pei)訓并重的(de)現代職(zhi)(zhi)業(ye)教育體(ti)系(xi)(xi)。

  二、深化產教融合、校企合作

  (六(liu))推動產(chan)(chan)(chan)教(jiao)(jiao)(jiao)融(rong)合(he)發(fa)展。實(shi)(shi)施(shi)職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)產(chan)(chan)(chan)教(jiao)(jiao)(jiao)融(rong)合(he)發(fa)展行(xing)動計(ji)劃,在推進(jin)國家產(chan)(chan)(chan)教(jiao)(jiao)(jiao)融(rong)合(he)建設試(shi)點(dian)工作(zuo)(zuo)基礎上,同(tong)步(bu)開展省(sheng)級產(chan)(chan)(chan)教(jiao)(jiao)(jiao)融(rong)合(he)試(shi)點(dian)城(cheng)市(shi)建設培育(yu)(yu)工作(zuo)(zuo),試(shi)點(dian)建設一(yi)批(pi)產(chan)(chan)(chan)教(jiao)(jiao)(jiao)融(rong)合(he)型行(xing)業(ye)、企業(ye)和院校;重點(dian)遴選、支(zhi)持建設一(yi)批(pi)基于產(chan)(chan)(chan)教(jiao)(jiao)(jiao)融(rong)合(he)的產(chan)(chan)(chan)業(ye)學院(系(xi)、部)、高(gao)水(shui)平專(zhuan)業(ye)化實(shi)(shi)訓基地、高(gao)水(shui)平專(zhuan)業(ye)群。鼓勵職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)集(ji)(ji)團化、聯(lian)盟(meng)式發(fa)展,推進(jin)資源共享、以(yi)強(qiang)帶弱、優勢互補,支(zhi)持建設一(yi)批(pi)示范性職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)集(ji)(ji)團、產(chan)(chan)(chan)教(jiao)(jiao)(jiao)融(rong)合(he)專(zhuan)業(ye)聯(lian)盟(meng)和應用技術(shu)協同(tong)創(chuang)新(xin)中心。

  (七)促進校企(qi)“雙元”育人(ren)。堅(jian)持知(zhi)行合一、工(gong)學結(jie)合,推動(dong)校企(qi)共(gong)同研究制定人(ren)才培(pei)(pei)(pei)養方(fang)案,及時(shi)將(jiang)新(xin)技術、新(xin)工(gong)藝、新(xin)規范納入教學標準(zhun)和教學內容。全面推廣(guang)“訂單式(shi)”培(pei)(pei)(pei)養、現代學徒(tu)制、企(qi)業(ye)新(xin)型(xing)學徒(tu)制等“雙培(pei)(pei)(pei)型(xing)”培(pei)(pei)(pei)養模式(shi)。建設開放共(gong)享的產(chan)教融合校企(qi)合作信息服(fu)務平臺(tai),定期發布行業(ye)人(ren)才需求預(yu)測(ce)。

  (八)健全產(chan)教(jiao)(jiao)融(rong)合(he)(he)(he)、校(xiao)企合(he)(he)(he)作激(ji)勵政策。推動制定《河南省職業(ye)教(jiao)(jiao)育校(xiao)企合(he)(he)(he)作促進條例》。允許學(xue)校(xiao)從校(xiao)企合(he)(he)(he)作中獲(huo)(huo)得智力、專利、教(jiao)(jiao)育、勞(lao)務(wu)等報酬(chou),具體(ti)分(fen)配由學(xue)校(xiao)按(an)規(gui)定自行處理。建立產(chan)教(jiao)(jiao)融(rong)合(he)(he)(he)型企業(ye)認證制度(du),對(dui)進入目(mu)錄(lu)的企業(ye)給予“金融(rong)+財政+土地(di)+信用”的組合(he)(he)(he)式激(ji)勵,并(bing)按(an)規(gui)定落(luo)實相關稅收(shou)政策。允許企業(ye)根據辦學(xue)成本獲(huo)(huo)得合(he)(he)(he)理回報。各(ge)地(di)可對(dui)職業(ye)教(jiao)(jiao)育產(chan)教(jiao)(jiao)融(rong)合(he)(he)(he)、校(xiao)企合(he)(he)(he)作成效顯著(zhu)的項目(mu)給予支持(chi)。

  三、深化職業教育體制機制改革

  (九)深化職業教育管理體制改革。深化“放管服”改革,由注重“辦”職業教育向“管理與服務”過渡。政府主要負責規劃戰略、制定政策、依法依規監管。加強職業院校章程建設,建立完善依法治校、自主辦單位:千亿体育

  (十)推進(jin)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu)辦(ban)(ban)(ban)學(xue)體制(zhi)改革(ge)。發揮企業(ye)(ye)(ye)(ye)(ye)重要辦(ban)(ban)(ban)學(xue)主體作(zuo)用,鼓勵(li)有(you)條件的(de)企業(ye)(ye)(ye)(ye)(ye)特別是大型企業(ye)(ye)(ye)(ye)(ye)舉辦(ban)(ban)(ban)高質量職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu),各地(di)可按規定給(gei)予適(shi)當支持。允許企業(ye)(ye)(ye)(ye)(ye)以土地(di)、資本、知識、技術、管理等(deng)(deng)要素依(yi)法參與辦(ban)(ban)(ban)學(xue),與公辦(ban)(ban)(ban)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao)合(he)作(zuo)舉辦(ban)(ban)(ban)混(hun)合(he)所有(you)制(zhi)性(xing)質的(de)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao)(或二級學(xue)院(yuan)(yuan)(yuan)(yuan))和職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)培訓機構,并享有(you)相(xiang)應權利。支持社(she)會力量舉辦(ban)(ban)(ban)非(fei)營利性(xing)民(min)辦(ban)(ban)(ban)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao),從事學(xue)歷教育(yu)的(de)民(min)辦(ban)(ban)(ban)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao)在(zai)招生、辦(ban)(ban)(ban)學(xue)評估、學(xue)生獎(jiang)助學(xue)金等(deng)(deng)方(fang)面(mian)與公辦(ban)(ban)(ban)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao)享受同(tong)等(deng)(deng)政(zheng)(zheng)策。縣級以上政(zheng)(zheng)府(fu)可以采取購買服務、助學(xue)貸款和出租、轉讓(rang)閑置的(de)國有(you)資產(chan)等(deng)(deng)措施對民(min)辦(ban)(ban)(ban)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao)予以扶(fu)持。對非(fei)營利性(xing)民(min)辦(ban)(ban)(ban)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao)還(huan)可以采取政(zheng)(zheng)府(fu)補(bu)貼、基金獎(jiang)勵(li)、捐資激勵(li)等(deng)(deng)扶(fu)持措施。建立公開透明規范的(de)民(min)辦(ban)(ban)(ban)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu)準入、審批制(zhi)度(du),探索民(min)辦(ban)(ban)(ban)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu)負面(mian)清單制(zhi)度(du),建立健全退出機制(zhi)。

  (十一)深(shen)化(hua)人才培(pei)養模(mo)式(shi)改革。按照國家有關要求,積(ji)極(ji)承(cheng)擔1+X證(zheng)書制(zhi)(zhi)度(學歷證(zheng)書+若干職業(ye)技(ji)能等(deng)級證(zheng)書制(zhi)(zhi)度)試點任(ren)務。定(ding)期對職業(ye)技(ji)能等(deng)級證(zheng)書有關工作進行(xing)(xing)“雙隨機、一公開”抽查和監(jian)督,對培(pei)訓評(ping)價組(zu)織(zhi)行(xing)(xing)為和職業(ye)院校培(pei)訓質量(liang)進行(xing)(xing)監(jian)測和評(ping)估。加快推進職業(ye)教(jiao)育(yu)“學分銀行(xing)(xing)”建設,有序開展學歷證(zheng)書和職業(ye)技(ji)能等(deng)級證(zheng)書所體現的學習成果(guo)的認定(ding)、積(ji)累和轉換。

  四、提高技術技能人才培養質量

  (十(shi)二)健(jian)全德(de)技并修的育(yu)(yu)(yu)人(ren)(ren)(ren)機制。加(jia)強職業(ye)(ye)(ye)(ye)院(yuan)校(xiao)思(si)想(xiang)政(zheng)治理論課教學,開展中等(deng)職業(ye)(ye)(ye)(ye)學校(xiao)“文明(ming)風(feng)采”活動(dong),推(tui)進職業(ye)(ye)(ye)(ye)教育(yu)(yu)(yu)領(ling)域(yu)“三全育(yu)(yu)(yu)人(ren)(ren)(ren)”(全員育(yu)(yu)(yu)人(ren)(ren)(ren)、全過程育(yu)(yu)(yu)人(ren)(ren)(ren)、全方位育(yu)(yu)(yu)人(ren)(ren)(ren))綜(zong)合改革(ge)試(shi)點工作(zuo),重(zhong)點建設一批思(si)想(xiang)政(zheng)治和德(de)育(yu)(yu)(yu)工作(zuo)實踐基地。加(jia)強職業(ye)(ye)(ye)(ye)院(yuan)校(xiao)體育(yu)(yu)(yu)、美育(yu)(yu)(yu)和勞動(dong)教育(yu)(yu)(yu),強化(hua)心理健(jian)康教育(yu)(yu)(yu)和法制教育(yu)(yu)(yu)。組織開展職業(ye)(ye)(ye)(ye)院(yuan)校(xiao)技能大(da)賽、素質能力大(da)賽、創(chuang)新(xin)創(chuang)業(ye)(ye)(ye)(ye)大(da)賽等(deng)活動(dong),著力培養學生(sheng)的職業(ye)(ye)(ye)(ye)道德(de)、工匠(jiang)精神(shen)、職業(ye)(ye)(ye)(ye)技能和創(chuang)新(xin)創(chuang)業(ye)(ye)(ye)(ye)能力。

  (十三)優化專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)、課程和教(jiao)(jiao)材體系(xi)。建(jian)(jian)(jian)立緊(jin)密(mi)對接我省產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)鏈、創新(xin)鏈的(de)學科專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)體系(xi),大力發展先進制造業(ye)(ye)(ye)(ye)(ye)(ye)、現代(dai)服(fu)務業(ye)(ye)(ye)(ye)(ye)(ye)、現代(dai)農業(ye)(ye)(ye)(ye)(ye)(ye)等(deng)相關專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye),重(zhong)點(dian)支(zhi)(zhi)持發展大數據、人工智能、健(jian)康、養老、托(tuo)育、旅游等(deng)緊(jin)缺專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)。建(jian)(jian)(jian)立對接產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)的(de)職(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)院校(xiao)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)動態調整機(ji)制,推動每所職(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)院校(xiao)重(zhong)點(dian)建(jian)(jian)(jian)設(she)(she)(she)2—3個骨干專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)群。加快推進數字校(xiao)園(yuan)建(jian)(jian)(jian)設(she)(she)(she),重(zhong)點(dian)支(zhi)(zhi)持建(jian)(jian)(jian)設(she)(she)(she)一批智慧校(xiao)園(yuan)。以課程資源為核心,建(jian)(jian)(jian)設(she)(she)(she)一批職(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)育數字化教(jiao)(jiao)學資源庫(ku)。到2022年,遴選、認定1000門左右(you)省級職(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)育在(zai)線(xian)精(jing)品課程,開發200種(zhong)左右(you)校(xiao)企合(he)作開發的(de)地方特色教(jiao)(jiao)材。

  (十四)開(kai)展高質(zhi)量職(zhi)(zhi)(zhi)(zhi)業培(pei)(pei)訓(xun)。開(kai)展職(zhi)(zhi)(zhi)(zhi)業技(ji)能提升行(xing)動,落實職(zhi)(zhi)(zhi)(zhi)業院(yuan)校(xiao)實施學歷教育(yu)與(yu)培(pei)(pei)訓(xun)并舉的法定職(zhi)(zhi)(zhi)(zhi)責。推(tui)行(xing)終身職(zhi)(zhi)(zhi)(zhi)業技(ji)能培(pei)(pei)訓(xun)制度,面向城鄉各類勞動者開(kai)展大(da)規模職(zhi)(zhi)(zhi)(zhi)業技(ji)能培(pei)(pei)訓(xun)。擇優遴選、建設(she)一(yi)批省級職(zhi)(zhi)(zhi)(zhi)業技(ji)能培(pei)(pei)訓(xun)示(shi)范基(ji)(ji)地(di)。重點建設(she)一(yi)批鄉村振興技(ji)能人(ren)才培(pei)(pei)養示(shi)范基(ji)(ji)地(di)和示(shi)范專業點。面向現役(yi)(yi)軍人(ren)開(kai)展教育(yu)培(pei)(pei)訓(xun),支(zhi)持(chi)其在服役(yi)(yi)期間取得多類職(zhi)(zhi)(zhi)(zhi)業技(ji)能等(deng)級證書;支(zhi)持(chi)適(shi)合的退役(yi)(yi)軍人(ren)進入職(zhi)(zhi)(zhi)(zhi)業院(yuan)校(xiao)和普通本(ben)科高校(xiao)接受教育(yu)和培(pei)(pei)訓(xun)。支(zhi)持(chi)下崗失(shi)業人(ren)員、農民工和新型職(zhi)(zhi)(zhi)(zhi)業農民等(deng)接受適(shi)合的高等(deng)職(zhi)(zhi)(zhi)(zhi)業教育(yu)和培(pei)(pei)訓(xun)。

  (十五)加強職(zhi)(zhi)業(ye)(ye)教(jiao)育國(guo)際交流合作。支(zhi)持職(zhi)(zhi)業(ye)(ye)教(jiao)育中外(wai)(wai)合作辦學,引進一(yi)批國(guo)(境)外(wai)(wai)優(you)質職(zhi)(zhi)業(ye)(ye)教(jiao)育資(zi)源、優(you)秀教(jiao)師(shi),開展(zhan)國(guo)際通用職(zhi)(zhi)業(ye)(ye)資(zi)格認證工作。定(ding)期組織(zhi)選派(pai)職(zhi)(zhi)業(ye)(ye)教(jiao)育專業(ye)(ye)骨干教(jiao)師(shi)和教(jiao)學管理人員等赴國(guo)外(wai)(wai)研修訪學。鼓(gu)勵職(zhi)(zhi)業(ye)(ye)院校(xiao)招收留學生(sheng)。鼓(gu)勵職(zhi)(zhi)業(ye)(ye)院校(xiao)走出去辦學,參(can)與“一(yi)帶一(yi)路”建設(she),推動優(you)質職(zhi)(zhi)業(ye)(ye)院校(xiao)在國(guo)外(wai)(wai)建設(she)一(yi)批具有河南特色的“魯班(ban)工坊(fang)”。

  五、建設高水平教師隊伍

  (十七)加強(qiang)“雙師(shi)(shi)型”“一(yi)(yi)(yi)體(ti)(ti)化(hua)”教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍建(jian)(jian)設(she)。實施職(zhi)業院(yuan)校(xiao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)素質(zhi)提高計劃,完(wan)善教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)培(pei)訓體(ti)(ti)系(xi)。完(wan)善“雙師(shi)(shi)型”“一(yi)(yi)(yi)體(ti)(ti)化(hua)”教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)認(ren)定標準(zhun)和(he)辦法,重點(dian)建(jian)(jian)設(she)一(yi)(yi)(yi)批(pi)(pi)省級校(xiao)企合作(zuo)的“雙師(shi)(shi)型”“一(yi)(yi)(yi)體(ti)(ti)化(hua)”教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)培(pei)養培(pei)訓基地和(he)企業實踐基地。到2022年,職(zhi)業院(yuan)校(xiao)“雙師(shi)(shi)型”“一(yi)(yi)(yi)體(ti)(ti)化(hua)”教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)占專(zhuan)業課教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)總數的比例超過50%,分專(zhuan)業建(jian)(jian)設(she)一(yi)(yi)(yi)批(pi)(pi)省級職(zhi)業教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)(jiao)(jiao)學創新(xin)(xin)團隊。評(ping)選、認(ren)定一(yi)(yi)(yi)批(pi)(pi)職(zhi)業教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)學專(zhuan)家、教(jiao)(jiao)(jiao)(jiao)學名師(shi)(shi),建(jian)(jian)設(she)一(yi)(yi)(yi)批(pi)(pi)省級“雙師(shi)(shi)型”“一(yi)(yi)(yi)體(ti)(ti)化(hua)”名師(shi)(shi)工作(zuo)室(shi)和(he)技(ji)能大(da)師(shi)(shi)工作(zuo)室(shi)、教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)技(ji)藝技(ji)能傳(chuan)承創新(xin)(xin)平(ping)臺。

  六、完善改革保障措施

  (十八)加強黨(dang)對職業教(jiao)育(yu)(yu)工(gong)(gong)(gong)作的(de)全(quan)面領(ling)導(dao)。以習(xi)近平(ping)新時代中國特色社會主(zhu)義(yi)思想特別(bie)是習(xi)近平(ping)總書記關于職業教(jiao)育(yu)(yu)的(de)重要論述武(wu)裝頭腦(nao)、指導(dao)實踐、推動工(gong)(gong)(gong)作。落(luo)實省委教(jiao)育(yu)(yu)工(gong)(gong)(gong)作領(ling)導(dao)小(xiao)組各項(xiang)部(bu)署,保證職業教(jiao)育(yu)(yu)改革(ge)發展正確方(fang)向。充分發揮(hui)黨(dang)組織(zhi)在職業院(yuan)校的(de)領(ling)導(dao)核(he)心和政治(zhi)核(he)心作用,將黨(dang)建(jian)工(gong)(gong)(gong)作與業務(wu)工(gong)(gong)(gong)作同部(bu)署、同落(luo)實、同考(kao)評。加強基層黨(dang)組織(zhi)建(jian)設,帶動學校工(gong)(gong)(gong)會、共青團、婦聯等群團組織(zhi)和學生(sheng)(sheng)會組織(zhi)、學生(sheng)(sheng)社團建(jian)設。

  (十九)強化政(zheng)(zheng)府發(fa)展(zhan)職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)的責任。縣(xian)級以上政(zheng)(zheng)府要建立職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)工作(zuo)部門聯席會議制(zhi)度,統(tong)籌協(xie)調職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)工作(zuo)。組建河南省職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)指導咨詢(xun)委員會,為(wei)我省職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)改(gai)革發(fa)展(zhan)提供決策咨詢(xun)。加(jia)強對(dui)職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)的督導評(ping)估,把職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)作(zuo)為(wei)對(dui)各級政(zheng)(zheng)府履(lv)行教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)職(zhi)責評(ping)價的重要內容,切實(shi)(shi)落實(shi)(shi)政(zheng)(zheng)府和有關(guan)部門發(fa)展(zhan)職(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)的責任。

  (二十(shi))完(wan)善職(zhi)業教育質量保障體(ti)系。落實思想政治理(li)論課和(he)職(zhi)業教育公共基礎(chu)課、專(zhuan)業教學(xue)、頂崗實習等系列(lie)標準。實施(shi)省、市、校(xiao)職(zhi)業教育質量年度報告(gao)制度,積極(ji)支持第(di)三方機構開(kai)展質量評價。加強職(zhi)業教育科研(yan)體(ti)系建設,按照有關規定和(he)程序設立省級職(zhi)業教育教學(xue)成果獎,加強成果轉化、應用(yong)和(he)推廣。面向社會(hui)公開(kai)招(zhao)募并擇優遴選職(zhi)業教育培訓評價組織(zhi),扶(fu)優、扶(fu)大、扶(fu)強,保證培訓質量。

  (二十一)健(jian)全(quan)經費(fei)(fei)(fei)投入機制(zhi)(zhi)(zhi)。建(jian)立與(yu)辦(ban)學(xue)(xue)(xue)規模(mo)、培(pei)養成本(ben)、辦(ban)學(xue)(xue)(xue)質量(liang)等(deng)相適(shi)應(ying)的(de)財政投入制(zhi)(zhi)(zhi)度(du),在(zai)保障(zhang)教育(yu)合理(li)(li)投入的(de)同時(shi),優化投入結構和管理(li)(li)機制(zhi)(zhi)(zhi),提高財政資金使(shi)用效(xiao)益。新增(zeng)教育(yu)經費(fei)(fei)(fei)向職(zhi)(zhi)業教育(yu)傾斜,鼓(gu)勵社(she)會力(li)量(liang)捐資、出資興辦(ban)高質量(liang)職(zhi)(zhi)業教育(yu),拓寬辦(ban)學(xue)(xue)(xue)籌資渠道。建(jian)立健(jian)全(quan)依據辦(ban)學(xue)(xue)(xue)績(ji)效(xiao)核撥經費(fei)(fei)(fei)的(de)激(ji)勵機制(zhi)(zhi)(zhi),2020年各地要全(quan)面(mian)落實公(gong)辦(ban)職(zhi)(zhi)業院校(xiao)生(sheng)(sheng)均(jun)撥款(kuan)(kuan)制(zhi)(zhi)(zhi)度(du),將人員經費(fei)(fei)(fei)、公(gong)用經費(fei)(fei)(fei)和項目經費(fei)(fei)(fei)全(quan)部納入生(sheng)(sheng)均(jun)撥款(kuan)(kuan)改(gai)革范圍,足額落實生(sheng)(sheng)均(jun)經費(fei)(fei)(fei)標準(zhun)。公(gong)辦(ban)中等(deng)職(zhi)(zhi)業學(xue)(xue)(xue)校(xiao)生(sheng)(sheng)均(jun)財政撥款(kuan)(kuan)水(shui)平可適(shi)當(dang)高于當(dang)地普通(tong)高中;公(gong)辦(ban)高等(deng)職(zhi)(zhi)業學(xue)(xue)(xue)校(xiao)生(sheng)(sheng)均(jun)撥款(kuan)(kuan)水(shui)平應(ying)不低于12000元(yuan);公(gong)辦(ban)技(ji)師學(xue)(xue)(xue)院在(zai)校(xiao)生(sheng)(sheng)中的(de)高級工(gong)和預備技(ji)師的(de)生(sheng)(sheng)均(jun)撥款(kuan)(kuan)標準(zhun)可適(shi)當(dang)高于當(dang)地公(gong)辦(ban)中等(deng)職(zhi)(zhi)業學(xue)(xue)(xue)校(xiao),并根(gen)據發展需要和財力(li)逐步提高。進一步擴(kuo)大職(zhi)(zhi)業院校(xiao)助學(xue)(xue)(xue)金覆蓋(gai)面(mian),完善補助標準(zhun)動態(tai)調整機制(zhi)(zhi)(zhi),落實對建(jian)檔(dang)立卡(ka)等(deng)家庭經濟困難學(xue)(xue)(xue)生(sheng)(sheng)的(de)傾斜政策。健(jian)全(quan)職(zhi)(zhi)業院校(xiao)收費(fei)(fei)(fei)標準(zhun)動態(tai)調整機制(zhi)(zhi)(zhi)。

  (二(er)十二(er))營(ying)造職(zhi)(zhi)(zhi)業(ye)教育(yu)發(fa)展(zhan)環(huan)境(jing)。嚴格落實提高(gao)技術工人(ren)待遇的(de)(de)相(xiang)關(guan)(guan)政策。鼓勵(li)企業(ye)職(zhi)(zhi)(zhi)務職(zhi)(zhi)(zhi)級晉(jin)升和(he)(he)工資(zi)分配向關(guan)(guan)鍵(jian)崗位(wei)、生(sheng)(sheng)產一(yi)線崗位(wei)和(he)(he)緊缺急需的(de)(de)高(gao)層次、高(gao)技能人(ren)才(cai)(cai)傾斜。積極推(tui)動職(zhi)(zhi)(zhi)業(ye)院(yuan)(yuan)(yuan)校畢(bi)業(ye)生(sheng)(sheng)在落戶、就業(ye)、參加(jia)機關(guan)(guan)事(shi)業(ye)單(dan)位(wei)招聘、職(zhi)(zhi)(zhi)稱評審、職(zhi)(zhi)(zhi)級晉(jin)升等(deng)方(fang)面(mian)與普通高(gao)校畢(bi)業(ye)生(sheng)(sheng)享受(shou)同等(deng)待遇。按(an)照國家有(you)關(guan)(guan)規定加(jia)大(da)對職(zhi)(zhi)(zhi)業(ye)院(yuan)(yuan)(yuan)校參加(jia)有(you)關(guan)(guan)技能大(da)賽成績突出畢(bi)業(ye)生(sheng)(sheng)的(de)(de)表(biao)彰獎(jiang)勵(li)力度。辦好(hao)職(zhi)(zhi)(zhi)業(ye)教育(yu)活(huo)動周和(he)(he)世界青年(nian)技能日宣(xuan)傳活(huo)動,深入開(kai)展(zhan)“大(da)國工匠進(jin)(jin)校園”“勞模進(jin)(jin)校園”等(deng)活(huo)動。強化職(zhi)(zhi)(zhi)業(ye)啟蒙教育(yu),依托職(zhi)(zhi)(zhi)業(ye)院(yuan)(yuan)(yuan)校實訓基(ji)地(di)建(jian)設一(yi)批中小學生(sheng)(sheng)職(zhi)(zhi)(zhi)業(ye)體驗(yan)中心,推(tui)進(jin)(jin)職(zhi)(zhi)(zhi)業(ye)院(yuan)(yuan)(yuan)校資(zi)源面(mian)向基(ji)礎教育(yu)全面(mian)開(kai)放。弘(hong)揚勞動光榮(rong)、技能寶(bao)貴、創造偉大(da)的(de)(de)時代風尚,推(tui)動形成人(ren)人(ren)皆可成才(cai)(cai)、人(ren)人(ren)盡展(zhan)其才(cai)(cai)的(de)(de)良好(hao)環(huan)境(jing)。
